IPC or Ombudsman's Office? Who has primacy when there is overlap? There is confusion due to often conflicting information and unclear expectations, as well as directives often focused on the what, but not on how. Expert panelists will explore this issue from a range of perspectives.

  • There are a number of guidelines which municipalities receive from agencies such as the IPC or the Ombudsman's office, but they are too often interpreted as directives rather than opinions. How do we better communicate which is which?
  • These agencies write opinions, but they don't craft the legislation. So there is frequently a disconnect.
  • Clarifying the roles, responsibilities and limits of the IPC, and Ombudsman's office.
  • How to address the gap in understanding when there are conflicting legislative requirements?
    The challenge when the agency is both the advocate and the adjudicator.
