Is human reproductive material property that can be dealt with in a Will?

Can an executor or attorney for personal care consent to the extraction of reproductive material on behalf of the deceased or grantor?

Are children born from frozen embryos after the death of a parent considered "issue" or "children" for estate distribution purposes?
