Municipalities are increasingly using cost-sharing agreements for the development of large greenfield areas. These agreements often catalyze growth by allowing the municipality to forego the large municipal investment until private investors undertake the work in response to market pressures. Where a development charge by-law is in force and a landowner wishes to develop land, front-ending agreements can be negotiated to allow such landowner to "front-end" the costs of designing and constructing infrastructure for municipal services and to recover those costs when other landowners later develop lands and benefit from these services.
